NASA Scientist to Share Experiences and Expertise on Using Remote Sensing in Laguna de Bay basin Lake Water Monitoring

February 13 – National Aeronautics and Space Administration (NASA) Senior Scientist, Dr. Josefino Comiso, will be a visiting professor at the University of the Philippines Los Baños (UPLB) for the month of February.

He will be giving a free lecture on the Application of Remote Sensing in Monitoring Water Quality and Lake Surface Water Uses, and Land Use Change of Laguna de Bay Basin, on February 13, 4PM, at NCAS Auditorium.

Everyone is invited to join the lecture, and be updated with Dr. Comiso’s set of activities this February!

6th International Conference on Climate and Disaster Risks Management 2017

Science holds the key to building resilience for sustainable future. An integrated science-based awareness raising, development planning, policy-making and practices strengthen government and institutional efforts for climate change adaptation and disaster management. It also strengthens the capacities of individuals, communities and societies in understanding hazards, in managing associated risks, and in preparing for potential disasters and extreme events. We look to science to seek answers to our questions about the changing climate and the changing world. This encourages collaborative and urgent investments in climate actions and disaster forums on global and local levels that are necessary to promote the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, and the achievement of the 2030 Sustainable Development Goals.

On its sixth year, the conference further enhances the common learning ground for climate change talk and disaster dialogue among and between a diverse body of disciplines, backgrounds and expertise. It is a continuing opportunity to actively engage scientists, researchers, and technical people who provide up-to-date scientific data and study findings on climate change and disasters which can be used by the various stakeholders/sectors for an informed hazard and/or risk-based planning and decision-making processes, and management practices.

UPLB takes part in the advancement of the Philippine Mango Industry

Mangoes are one of the most important fruit crops in the Philippines, along with banana and pineapple. Aside from an already established market here, it has a lot of potential in the international market. Foreigners and tourists remain to be impressed with our export variety, called the “Carabao” mango which is known all over the world.

In 2011, the Philippines had a production area of 187,073 hectares and produced 788,074 MT. That same year, mango production dropped by 5.38%. There were fewer fruits harvested in some provinces, as well as reduction of flower induction.

S & T for the mango industry

With the ASEAN integration, demand for quality mangoes is expected. Backed by scientific research on integrated crop management (ICM) and postharvest quality management (PQM), the Philippines’ mango industry is seen as a strong competitor.

ICM and PQM make use of traditional and modern techniques that complement Good Agricultural Practices (GAP) for mango. ICM includes practices that help improve plant health and fruit yield through the reduction of the pests and diseases as well as through the promotion of plant growth and development. It involves cost-effective and need-based pesticide spraying programs and other interventions such as bagging, pruning, and canopy development.

Meanwhile, PQM focuses on postharvest handling practices to ensure that the mangoes are safe and fresh as they are brought to the consumers. PQM is also involved in meeting trade requirements and ensuring that buyers’ specifications are met from harvest to transport.

Because of ICM and PQM, there has been an increase in volume of harvest, quality fruits, and even income of mango stakeholders.

UPLB’s role in the upscaling of the mango industry

The University of the Philippines Los Baños (UPLB) was one of the state colleges and universities that took part in a project funded by the Department of Science and Technology-Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD).

Seven clusters of mango growers were organized in Regions I, II, III, IV-A, VI, and XII. There were 69 members and the total area covered was 69 hectares. The members were trained on different ICM technologies like pruning, fertilizer application, fruit bagging, and postharvest practices. A team was assigned to each region for direct technical assistance and monitoring of orchard activities.

The program ended last July 2015. Of the 69 cluster members, 29% were able to reach their target yield. While the cost of production increased by 46%, the gross income also increased by 21%. Net income increased by only 8% from PhP 68,512 to PhP 74,142 per hectare though the partial budget showed a higher overall increase in net income of PhP 19,328 per hectare, indicating that adopting ICM technologies is economically viable. Before ending the program, a Mango Care Manual was developed using the 13 leaflets on the ICM technologies.

The clustering strategy has enabled experts to effectively guide the cluster members in the implementation of ICM and PQM. Because of this, the members were able to share their experiences on production and postharvest techniques.

Aside from UPLB, DOST-PCAARRD has partnered with other state universities and colleges all over the Philippines to promote the adoption of ICM and PQM to the mango farmers.

Through this program, the advancement of the Philippine mango industry is seen to reach new heights, especially now that it is backed up by science and technology.

Sugar Regulatory Administration (SRA) Call for Proposals: Concept Papers for Innovative Projects and Proposals

SRA is calling for proposals for the Sugarcane Research, Development and Extension (RDE) for 2017 and 2018. Funding for the projects comes through the Sugarcane Industry Development Act (RA #10659). The SIDA aims to promote and support the competitiveness of the sugarcane industry, maximize utilization of sugarcane resources, and improve income of farmers and farm workers. This Calls will primarily focus on the following RD and E Agenda:

  1. Improve production systems to increase efficiency and profitability for farmers.
    1. Varieties with higher sugar content, potential for prolonged ratooning, water/stress tolerant and site- specific.
    2. Crop management and cultural practices that are cost-effective, such as:
      1. Soil, nutrient and water management
      2. Pest, disease and weed management
      3. Adoption of Precision agriculture for sugarcane
    3. Mechanization of the production and post-production activities to reduce the labor cost.
      1. Design and development of prototype and test farm machineries and equipment adaptable to local industry needs and make them accessible and affordable to farmers.
      2. Design and development of small equipment and machineries suitable for small farms to lessen farm work.
  2. Sugar milling process and waste utilization
    1. Development of tool in performance assessment and improving the efficiency of the sugar factories.
    2. Economics of sugar mill waste management.
    3. Study on Effluents and other mill waste materials, the potential environmental, health, and economic consequences of an excessive utilization to the industry.
    4. Development and production of high value products from sugarcane and its by-products.
  3. Suitable mitigating and adaptation technologies for climate change.
    1. Crop damage forecasting and validation assessment protocol (Estimation of Loss in Sugarcane Production Due to Climate Change).
    2. Development of climate-resilient farming systems e.g., smart farming approaches (integrated farming, ICT application, etc.) and other climate-resilient agricultural production technologies.
    3. Various studies on greenhouse gases (ghg) emissions in the sugarcane industry.
  4. Enhancing delivery of R&D, adoption and practice change through:
    1. Building or strengthening the capacity of the different stakeholders in the mill districts e.g., MDDCs, planters’ assn./coops to deliver products and services to the target audience.
    2. Funding of RDE units in SUCs.
  5. Capacitate the SRA’s Research and Extension Centers, different mill district offices, and different actors in the industry to improve the delivery of services.
    1. Equipping of research and training facilities and acquisition, construction and equipping of mill district offices nationwide.
    2. Capacity-building of sugarcane farmers, farm workers, mill workers and researchers/agriculturists of SRA.
    3. Sugarcane Academy and/or Training Centers – This is where farmers/planters and technicians will be taught the science of sugarcane production. Trained in production with demo machines. Thus, will be oriented in production and processing of sugarcane/sugar technology.
  6. Development of database for socio-economic, policy formulation and research direction.
    1. Study on small farms (block farms), operational constraints, and required adjustments and interventions in farm management practices, technology adoption and input utilization.
    2. Study on the establishment of sugar mill agro-industrial economic zones as regional economic hubs.
    3. Revisiting the extension delivery system in the sugarcane industry.
    4. Development and Implementation of Multimedia Communication Services for the Sugarcane Industry: A Participatory and Blended Learning, Knowledge Sharing, and Networking Platform among Stakeholders in the Philippines

The criteria for SIDA RDE Priorities are as follows: 1) Scientific merit; 2) Benefits to sugarcane farmers and stakeholders; 3) Building human resource capacity and infrastructure in areas relevant to the strategy; 4) Opportunities for collaboration on human resources, infrastructure and research governance; and 5) Avoiding duplication while enhancing collaboration.

How to Apply and the Procedures to Follow

This Call for Proposals takes a phased-approach. Applicants are required to submit a concept paper first, which will be reviewed by the SIDA RDE TWG for completeness and then the SIDA RDE Committee members as to the quality of the concept papers, value for money, and of the capacity of the applicant/organization. Shortlisted applicants will be contacted with an invitation to submit a full project proposal, a format for which will be sent to the applicant. The rationale outlined in the concept paper cannot be changed by the applicant in the full project proposal, and the estimated total costs should not deviate more than 10% of those proposed in the concept.

The full project proposals will be technically assessed by a panel of External Evaluators. Based on the results of the evaluation, the proposals recommended for funding will be presented to the appointed SIDA-RDE Committee members who will select the projects (based on importance of the addressed problem in the sugarcane industry, the impact of the proposed outcome, the generation of new information, and feasibility) for final endorsement to the Sugar Board.

The Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) of the Department of Science and Technology (DOST) would like to extend the invitation to the 2017 Call for Proposals (CFP). Partnerships: Key to Reviving our Forests

Forests comprised 57 percent of the Philippines’ total land area in 1934 according to the 2015 publication by the Philippine Senate, Philippine Forests at A Glance.

In 2010, the Philippines’ forest cover dropped to only 23 percent or about 6.8 million hectares. The publication attributes this decline to increased agricultural and housing needs, intensified commercial and illegal logging, kaingin, and forest fires.

Descent into the Summit: The Benham Bank Seamount Project

“Upon seeing the bottom, you will be placed in a dreamy state. It is as if time has slowed down.” Those were the words of Dr. Hildie Marie E. Nacorda, Assistant Professor at the UPLB School of Environmental Science and Management (SESAM), when asked about her first time descending Benham Bank – the shallowest portion of Benham Rise.

Benham Rise is the country’s newest territory, a 13M hectare submarine plateau which rises from the seafloor off the coast of Aurora province.

Around 3,000 meters deep, Benham Rise is a seamount--an underwater mountain. Its biological richness depends on its steep slope which forces seawater to carry nutrients upward, providing food for various marine life.

Extension of deadline: Call for Proposals for the Cycle 8 of the Emerging Interdisciplinary Research (EIDR) Program

The Office of the Vice President for Academic Affairs announces the Call for Proposals for the Cycle 8 of the Emerging Interdisciplinary Research (EIDR) ProgramResearchers are invited to submit full proposals (not capsule proposals) that represent the niches of their respective constituent universities (CUs) in creative or research work. Program proposals must show significant and measurable output that can be generated in two years with a budget not exceeding PhP 10M per program each year. 
 
Proposals must exhibit strong foreign and external collaborators, preferably those that belong to a co-member institution of UP in international academic research networks (e.g. APRU, ASEA-Uninet, AUN, KoSaSa). Interdisciplinary, inter-CU collaborations are also encouraged. The proposals will undergo stringent reviews by external experts. Of the fifteen EIDR proposals that will be considered for funding, at least one proposal will be considered each from UP Baguio, UP Cebu, UP Mindanao and UP Visayas.

The deadline for submission of proposals has been extended to 31 July 2016.

Call for Proposals: Pantawid as Platform for Social Protection

As part of DSWD’s advocacy and commitment to provide comprehensive, holistic and responsive social welfare and development programs and services, the Department with the technical assistance grant from DFAT under Direct Funding Agreement No. 70507 enjoins all private and public Higher Education Institutions (HEIs) or Civil Society Organizations (CSOs) interested in conducting mini-researches for DSWD with Pantawid Pamilyang Pilipino Program as focused area of research. Details of the grant is further provided below:

Call for Papers: 3rd AsiaEngage Regional Conference

The Universiti Kebangsaan Malaysia, through its ASEAN University Network for University Social Responsibility and Sustainability (AUN USR&S) Secretariat, will be holding its 3rd AsiaEngage Regional Conference. This will be in collaboration with the University of the Philippines, Ateneo de Manila University, and De La Salle University in Manila, Philippines. The theme is "Universities in an Integrating Regional Community: Engagement with Government, Communities, Industries, and Civil Societies." The conference will be held from 21 to 23 November 2016 at the SMX Convention Centre, Pasay City, Manila, Philippines.

Academics and community engagement practitioners are invited to submit their abstracts which will be subject to a review by the conference Scientific Committee. Submissions may be made through the conference website at http://asiaengage.up.edu.ph/until 30 June 2016.

The conference will be an avenue to showcase your institution's sustainable community engagement initiatives and programs, especially those that are integrated into the curriculum. Should an abstract from your esteemed institution be chosen, this could also mean positive publicity for the faculty and university in the form of conference proceedings, highlights in the conference reports, and online publications and visibility.

Organizers are targeting 300-400 participants from across ASEAN and Asia, as well as about 150 papers and 100 posters to be presented. Key attendees would be from various influential international networks, such as the ASEAN University Network and many others.

The pre-registration fee for participants from the Philippines is PhP 8,000.00 inclusive of kits, certificates, snacks and lunch for three days, and dinner on the first night but exclusive of transportation, accommodation, breakfast, and dinner for the subsequent nights.

Theme: Internationalization of Graduate Education towards Inclusive and Sustainable Agriculture and Rural Development

The internationalization of graduate education has caused impact on higher education institutions to rethink new approaches, policies and initiatives in their offering graduate programs especially those that gear towards agricultural and rural development. This is evident on how they recruit students, provide opportunities for faculty and student exchange programs, hire international faculty members and establish academic collaboration and cooperation in research and development with universities and research institutions abroad. Academic programs undergo revisions to be innovative, highlight interdisciplinary collaboration and contribute to inclusive and sustainable agricultural and rural development.

However, while internationalization of graduate education has benefits, there are costs that might result including brain drain of agriculture human resources and the inequitable access and unequal opportunities in the agricultural sector. Indeed, the impact of internationalization of graduate education on the development of agriculture and rural sector is a major issue that merits discussion.

The Internationalization of Graduate Education for Agricultural and Rural Development (IGEARD)

International Conference aims to gather scholars and practitioners to examine the underlying incentives, institutions, innovations and practices that promote or impede the internationalization of graduate education as it harness agriculture and rural development. Organized by the Graduate School, University of the Philippines Los Baños (UPLB), the conference endeavors to shed light on and draw insights from initiatives and strategies that higher education institutions and education systems have pursued in internationalizing graduate education in agriculture and related disciplines, namely, the food and non-food value chains relating to agriculture, forestry, food and natural resources, with due regard to rural development and the environment.

Deadline of Submission of Abstract of Papers: July 15, 2016

It should be accompanied by the presenting author’s abbreviated curriculum vitae (CV) in about 100 words.

A notice of acceptance will be issued on August 15, 2016 to presenting authors. They will be notified of the conference fees, instructions, presentation guidelines and other details.

The full version of accepted papers is due on September 15, 2016. It will be included in the conference proceeding and will be considered for publication in an international peer-reviewed journal, subject to revisions, suggestions and comments of an editorial board.

This activity is a joint project of the  Department of Veterinary Clinical Sciences and the Veterinary Teaching Hospital through the support of various sponsors. This year's activity theme is "Do you know your ABCs (Animal Birth Control)?" and aims to promote responsible pet ownership and population control in our household and communities.

Announcement: 1st ASEAN Congress on Mangrove R & D

The Ecosystems Research and Development Bureau (ERDB), Department of Environment and Natural Resources (DENR) will hold the 1st ASEAN Congress on Mangrove R & D, an inaugural event sponsored by the Department of Foreign Affairs (DFA) on December 3 - 7, 2012 at the Century Park Hotel, Manila, Philippines.

 

The congress will be participated in by delegates from ASEAN member countries with the purpose of providing a forum for the exchange of information among researchers and environment managers on mangrove resources in the SEA region and how it should be sustainably managed. The event comprises of four session topics: a) Ecosystem functions and fisheries, b) Silviculture, foreste and stand, c) climate change adaptation and mitigation and d) Socio-economic issues and valuation. A total of 41 participants from ASEAN member states will give oral and poster paper presentations on the above topics.

Seminar: Modeling Dependence in Multivariate Time Series With Applications to Brain Signals

Everyone is invited to the special seminar on "Modeling Dependence in Multivariate Time Series With Applications to Brain Signals" by Prof. Hernando Ombao, Department of Statistics, University of California on November 27, 2012 (Tuesday) 4:00 p.m. at the INSTAT-Lecture Hall, 3F Physical Science Building.

 

In this talk, methods for characterizing dependence between components of a multivariate time series (e.g., between brain regions) shall be discussed. The interest in this area stems from a growing body of evidence suggesting that various neurological disorders, including Alzheimer’s disease, depression, and Parkinson’s disease may be associated with altered brain connectivity. This is joint work with Mark Fiecas (University of California at San Diego) and Cristina Gorrostieta (Brown) and Sofia Olhede (University College London).

SUBJECT: Sumitomo Foundation Grant for Japan-related Research Projects for FY 2012

This is to announce the availability of the Sumitomo Foundation Grant for Japan-related Research Projects for FY 2012.

  • Application period: September 1 - October 31, 2012
  • Grant period: One year (April 2013 through March 2014), but can be extended by another 6 months maximum if required.
  • Grant budget: Approx. Y55 million in total, with approx. 70 projects to be selected

We encourage the UP research community to submit clusters of interdisciplinary, interrelated proposals on topics or problems of interest to the Philippines and Japan. This synergy, we believe, will create greater impact.

To ensure a higher rate of approval, may we suggest that the CUs implement a review process similar to the Creative Work and Research Grant submissions? We noted that from FY 2001-2011 only 47 out of the 159 applications were awarded. The review process may help in refining the proposals giving greater probability of approval.

Call for proposals: 2013 MECO-TECO

The 2013 MECO-TECO Call for proposals is now open. In pursuit of cooperation between DOST and the National Science Council of Taipei, the DOST is calling for mutually beneficial and collaborative project proposals for implementation in the 3rd quarter of 2013. Proposals should fall under the following identified priority areas for cooperation:

  • Genomics, nanotechnology, and biotechnology with application to agriculture and health,
    1. e.g. Health (dengue virus including drug discovery and development, development of nano-based diagnostics based on cold and chemiluminiscent detection of dengue virus)
    2. Agriculture (nanomaterials for agricultural applications, biodiversity and conservation and crop/ aquatic stock improvement/ safety)
  • Climate change, environment, geosciences/ geohazards and tectonics
  • Use of sensors towards "smart cities."

International Conference on Interdisciplinary Research and Development in ASEAN Universities

All UPLB faculty members, students and staff are invited to present papers in the International Conference on Interdisciplinary Research and Development in ASEAN Universities slated on August 8-10, 2013, Le Meridien Hotel, Chiang Mai, Thailand. 

 

The conference will be hosted by the Maejo University, Thailand, and The Interdisciplinary Network of the Royal Institute of Thailand under the Royal Patronage of HRH Princess Maha Chakri Sirindhorn. It will be co-hosted by the UPLB Graduate School, the University of Interdisciplinary Studies, SEARCA, University of California Riverside (UCR) and University of California Davis (UCD).

9th International Conference on Cognitive Science

The International Conference on Cognitive Science (ICCS 2013) will be held in Kuching, Sarawak, Malaysia, from the 27th to the 30th of August, 2013. ICCS 2013 is the 9th international academic event of the International Association for Cognitive Science (IACS).

 

It is based on the great success of previous ICCS conferences, from its first conference in 1997, in Seoul, to ICCS 2010 in Beijing. Call for Papers: International Distance Education Conference 2013

UPLB constituents are encouraged to submit papers to the International Distance Education Conference 2013 organized by Kyonggi University and Sakarya University and will be held on July 15-17, 2013 at Suwon, Korea. The International Distance Education Conference (IDEC) aims to provide a multinational platform where the latest trends in distance education can be presented and discussed in a friendly environment with the aim to learn from each other. Prospective presenters are encouraged to submit proposals for papers, posters/demonstrations and video presentations that offer new research or theoretical contributions. Presentations should be in Turkish, English and Korean languages and should address both theoretical issues and new research findings. SUBJECT: Call for Applications to the Scientific Career System

Anent to the memorandum of President Pascual on the Scientific Career System (Memo No. PAEP 12-16), we would like to invite all non-faculty researchers to apply to the Scientific Career System, a DOST-CSC merit program. The program will allow productive researchers belonging to the category REPS in UP to be promoted up to salary grade 30, which is equivalent to the rank of full professor of the University.

Please take note of the following deadlines in UP and DOST:

  1. Submission of CU nominees to OVPAA --- 31 October 2012
  2. Release of results of applications by the Special Technical Committee --- 30 November 2012
  3. Submission of UP nominees to the Scientific Career Council --- 31 January 2013

CUs are requested to announce their own deadlines for submission of applications for evaluation at the CU-level before recommending to the UP System. The members of the UPS Committee on the UP Scientific Productivity System shall serve as the special technical committee to evaluate these applications at the System-level.

Presentation of Fullbright Programs for 2014-2015

Everyone is invited to attend the Philippine-American Education Foundation (PAEF) outreach presentation on the Fullbright Programs for 2014-2015 at the College of Human Ecology Multi-Purpose Hall on February 22, 2013, 1:30 - 3:00 PM.

 

The PAEF administers the Fullbright program which aims to strengthen the relationship and increase mutual understanding between the people of the United States and the Philippines by awarding study, lecturing and research grants, and fellowships. SUBJECT: International Publication Award Revised Guidelines 2012

We are pleased to inform you that the Board of Regents, in its 20 September 2012 meeting, approved the revised guidelines for the International Publication Award (Journal Articles).

Under the revised, for authors who have articles published in SCI-, SSCI- and AHCI-indexed journals with an ISI Impact Factor below 2.0000, the maximum amount of the IPA is P65,000.

For authors who have articles published in SCI-, SSCI- and AHCI-indexed journals with an ISI Impact Factor of 2.0000 and above, the maximum amount of the monetary award is P80,000.

Important Note

The new guidelines will be for papers published beginning 01 October 2012.

6th National Agroforestry Congress Call for Participation and Abstracts

The Philippine Agroforestry Education and Research Network (PAFERN), University of the Philippines Los Banos-Institute of Agroforestry (UPLB-IAF) and the Bohol Island State University (BISU) are jointly organizing the 6th National Agroforestry Congress with the theme "Agroforestry:  Greening and feeding the nation in the 21st Century".  This year's National Agroforestry Congress will be held on November 20-22, 2013 in Tagbilaran City.  As most of you now, the National Agroforestry Congresses are held every two years to provide a forum for recent developments, issues and concerns in agroforestry development and promotion in the Philippines.

SUBJECT: Call for Proposals to the Emerging Interdisciplinary Research (EIDR) Program for CY 2013 (Cycle 1)

This is to announce the call for Proposals for Cycle 1 (CY 2013) of the Emerging Interdisciplinary Research (EIDR) Program. The schedule of submission of proposals, the review, awarding & implementation, etc., for Cycle 2 is found in OVPAA-EIDR Form 3.6 (CY 2013).

As described in the general guidelines on EIDR, there are two types of funding:

  1. For interdisciplinary research programs: These should be led by program and project leaders with established track records, i.e., publications in the proposed areas of research. For each cycle, priority interdisciplinary research areas are identified. The maximum fund awarded for an EIDR program consisting of several projects is ~P10M/year. Inter-CU collaboration is strongly encouraged. These programs are expected to produce ISI-listed publications and other high quality academic output within the first year of the project, and every year thereafter.
  2. For all UP faculty & researchers who completed their PhD or a postdoctoral training within the last 1-1/2 years: You are encouraged to submit a proposal as a single proponent, or with another new PhD as co-proponent. The proposal must be directly related to the dissertation/postdoctoral research and expertise of the proponent(s), e.g., data from the dissertation/postdoctoral research will be completed, and the project will produce an ISI-listed publication within the first year of the project, and every year thereafter. The maximum fund awarded for this type of grant is ~P2M/year.

The priority areas for this cycle are:

  1. development of strategies to improve academic performance of units based on the Internal Academic Assessment System (iAADS) findings
  2. new general education courses, creativity-, innovation- and research-oriented advanced undergraduate courses or graduate courses, or new fast-track/accelerated undergraduate and graduate (PhD and MS) programs making use of new education paradigms, substance/content, pedagogy, evaluation and technology tools. (FOCUS ON ONE COURSE OR ONE PROGRAM.)
  3. new documentaries for public dissemination (national and international, government and the public sector) to promote the Filipino's national and cultural identity, sense of pride and love of country, featuring research/reliable information on Philippine culture, history, music, dance, art, architecture, science (geological, archeological, geneological and natural history, biodiversity), etc., making use of new mass communication paradigms, substance/content and technology multi-media tools. (FOCUS ON ONE DOCUMENTARY.)
  4. new hardware (instrument, equipment, preferably with software and accessory parts/materials) for clinical, biomedical, research, agribusiness, food processing, engineering, computational, business processing and other industrial applications, based on innovative modeling/rational design, or reverse-engineered/improved from an imported product. (FOCUS ON ONE INSTRUMENT).
  5. new high-value nontraditional/unconventional products from agriculture, livestock, forestry, aquaculture, fisheries, marine resources, biodiversity hotspots, microbiological and geological resources and other indigenous materials for food, fabric/clothing, construction and industrial materials, energy, tourism, medical and agricultural applications* (FOCUS ON ONE PRODUCT.)
  6. new preventive and diagnostic products and services for infectious diseases and cancers; child malnutrition; and environmental, food-chain and industry/work-related hazards and pollution* (FOCUS ON ONE PRODUCT OR SERVICE.)

*Genetic and genomic components of proposals submitted under priorities 4 and 5 should be submitted to the Philippine Genome Center for endorsement to the DOST and other external funding agencies for funding.

ALL CAPSULE CONCEPT PROPOSALS SHOULD INCLUDE A DEVELOPMENT PLAN (FROM R&D TO PILOTING, TESTING, VALIDATION AND BUSINESS DEVELOPMENT) THAT CAN BE ACCOMPLISHED IN 4 YEARS.

Call for Manuscripts: Studies in Higher Education Extension Programs Journal

Please find attached the call for manuscripts for the maiden issue of the the Studies in Higher Education Extension Programs Journal, a new refereed, open access journal that will be published by Saint Louis University, Baguio. The new journal addresses the need for a scholarly publication for research outputs pertaining to extension work or community involvement. It will also serve as an avenue for the dissemination of extension program results, best practices and learning experiences.

Call for Contestants: 2013 Regional Inventions Contest and Exhibits (RICE)

The Department of Science and Technology CALABARZON Region (DOST-IVA) will be holding the 2013 Regional Inventions Contest and Exhibits (RICE) on June 17-21, 2013 at Waltermart Tanauan, Batangas (tentative venue). The Regional Contest will serve as the qualifying round for the National Inventions Contest which is slated in July 2014. Everyone is invited to join the competition which has six categories: 1) Invention, 2) Utility Model, 3) Industrial Design, 4) Creative Research, 5) Creative Research - High School Students, and 6) Creative Research - College Students. The Japan Society for the Promotion of Science is inviting nominations to the 2013 International Prize for Biology which is given in ceremonies held in the presence of His Majesty the Emperor. The Prize, compromising a medal and prize of ten million yen, is awarded to the selected recipient in autumn every year. For 2013, the selection committee has chosen the theme "Biology of Evolution." Important Advisory - The Office of the Vice-Chancellor for Research and Extension shall conduct its Assessment and Planning Workshop on April 19-20, 2013 at Sariaya, Quezon. SUBJECT : 2nd Call for UPLB Basic Research Program Funding CY 2013

The Office of the Vice-Chancellor for Research and Extension is extending its call for the submission of capsule research proposals for funding under the UPLB Basic Research Program CY 2013.

In this regard, please be informed that all proposals shall be pre-screened in accordance to the guidelines (available here) and only those that pass the initial screening will be required to submit the detailed proposals in preparation for the panel review. Likewise, priority shall be given to new MS and PhD graduates who wish to do follow-up studies on their thesis/dissertation topics and other research studies within their expertise. Please take note however that those with existing/ongoing studies under the program shall not be allowed to apply.

Please submit four (4) copies of the capsule proposal (input form available here) to the OVCRE Project Development, Monitoring and Evaluation Section, OVCRE Annex Building, UPLB. Deadline of submission is on or before March 30, 2013.

Call for Participation: 31st Physics Congress of the Samahang Pisika ng Pilipinas

Interested faculty, researchers and professionals are invited in the 31st Physics Congress of the Samahang Pisika ng Pilipinas (SPP, Physics Society of the Philippines) to be held on 23 – 25 October 2013 at the University of San Carlos, Cebu City, Philippines. This year's Congress will have the theme Physics Linkfest: Spanning Science & Technology. The Congress will include plenary, parallel and poster sessions, and workshops. DOST-PCAARRD salutes the hardworking media practitioners who fill important roles and render invaluable support in science and technology (S&T) promotion, commercialization, and adoption. The PCAARRD Professional Media Award (PPMA) gives recognition in two main categories: print and broadcast. This is to announce the Call for Capsule Concept Proposals for Cycle 4 of the Emerging Interdisciplinary Research (EIDR) Program. The guidelines and revised forms can be downloaded from the OVPAA website (www.ovpaa.up.edu.ph).

The proposals will be evaluated based on the areas of priority and based on a general assessment of the research concept and strategy. Results of the evaluation will be released after 1-2 months and the concepts that make it to the first cut will be invited to submit the full proposal. The full proposal will be reviewed by external reviewers and will be sent back to proponents with the comments for improvement. The final full proposal will again be evaluated to determine which projects will be funded under the EIDR Program.

Call for Nominations: EO Tan Memorial Award for Outstanding Fisheries Publication

The DOST-Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) is pleased to announce the CY 2013 Search for the Elivira O. Tan Memorial Award for Outstanding Fisheries Publication. The award honours the outstanding achievements of the late Dr. Elvira O. Tan in the field of fisheries research and is given to encourage and promote excellence in fisheries science through publication of research results/findings among Filipino scientists and researchers.

 

The award is open to any Filipino fisheries scientist and researchers, who is the lead author of a paper published either in an ISSI foreign or local journal within the last five years prior to the date of the award. SUBJECT: Applications for Financial Support from the Academic Development Fund (ADF) for Faculty, Research and Extension Staff and Students

Financial support from the Academic Development Fund (ADF) for scholarly activities enumerated below shall be made available on a competitive basis. To qualified Faculty, Research and Extension personnel, and students:

  1. Oral paper presentation in international conference;
  2. Page fees for publication of articles in ISI-listed journals; and
  3. Attendance to specialized training programs abroad.

The following guidelines should be observed:

  1. Specialized training programs are those involving cutting edge researches and those which are aligned with the University's strategic initiatives.
  2. Official invitation and other information about the conference;
  3. Copy of abstarct. The paper should be fresh and have not been previously presented in any other conference/gathering;
  4. Budgetary requirement inclusive of all other grants sourced from the sponsors; and
  5. Photocopy of paper to be published (for page fees) and inovice from the journal publisher.

  9. Proper clearance from the UPLB Intellectual Property Office should be obtained to protect the intellectual property from prejudicial early disclosure.
  10. A Screening Committee created for the purpose shall evaluate and prioritize requests prior to approval by the undersigned.

This memorandum supersedes all other issuances for financial support from this source covering the same types of activities.

The Bureau of Agricultural Research (BAR) of the Department of Agriculture is now calling for the submission of scientific papers for the 25th National Research Symposium (NRS) on 16 October 2013. In the interest of the service and in view of the need to update the compensation of our non-permanent personnel with the existing Salary Standardization Rates, we are hereby adopting the revised salary rates for GIA personnel effective immediately subject to availability of funds.

All ongoing and new projects will have to realign their Personnel Services using the new salary scale provided this is within their approved budgets. These new rates shall be considered in the preparation of the CY 2014 DOST-GIA Budget for both new and ongoing programs and projects but no additional funding will be provided for existing programs and projects. Heads of Offices and Project Leaders should advise their personnel to respect the existing contract of services.

SUBJECT: Call for applications to the UP Scientific Productivity System for CY 2013

The UP System is now calling for applications to the UP Scientific Productivity System (UP SPS) for CY 2013.

A. New applications For this year’s batch of applicants, the period of evaluation of accomplishments is for the last five (5) years from January 2008 - December 2012.

B. Applications for renewal by UP Scientists (UP Scientists awarded in 2010 and whose awards ended in 2012 to the UP Scientific Productivity System)

The period of evaluation of accomplishments is from January 2010 - December 2012 using the points required specified in Table 3. Retention/Promotion.

The UP SPS was established by the BOR in its 1199th meeting on August 2005 to support the development of science and technology and to encourage and reward scientific productivity. Deserving scientists shall be conferred the title “UP Scientist” with a monetary award, the UP Scientific Productivity Award. This is UP’s version of the Scientific Career System (SCS) of the Civil Service Commission and the Department of Science and Technology.

In its 29 February 2008 meeting, the BOR approved the following monetary award, to be given to UP Scientists who meet the qualifications:

UP Scientist I - P 120,000 per annum
UP Scientist II - 144,000 per annum
UP Scientist III - 180,000 per annum

Please submit your recommendations for appointments for UP Scientist title, properly evaluated by your CU Committees, to our Office on or before 30 September 2013.

May we request you to submit for each recommendation the following:

a. 7 sets of the application forms with attachments and;
b. CD containing the application form (in Word format) and attachments (in jpeg or pdf format).

Please ensure complete documentation for your recommendations. The System Screening Committee shall evaluate recommendations as submitted—no documentation, no points credited.

Now on its seventh year, the DLSU Arts Congress has become a venue for educators, students, artists, and scholars in various disciplines to share their ideas and works on Philippine arts and culture. This year, the conference component of the DLSU Arts Congress will be held in Baguio City in cooperation with the Association of Cultural Offices of Philippine Educational Institutions, Inc., Saint Louis University, and University of the Cordilleras on  February 7-9, 2014. Call for Applications:Training-Workshop on Climate Change Adaptation in Watersheds for Water, Food and Environmental Security in Southeast Asia

SEARCA, in partnership with the Asia Pacific Adaptation Network (APAN), will be conducting a “Training-Workshop on Climate Change Adaptation in Watersheds for Water, Food, and Environmental Security in Southeast Asia” on 15-18 October 2013  at SEARCA, Los Baños, Laguna, Philippines. The training-workshop is intended for Southeast Asian researchers, policy advisers, program planners and decision-makers in government, civil society, and people’s and private organizations who are concerned with policy, program development, and initiatives on climate change adaptation toward food and environmental security.

Invitation to the 21st National Fruit Symposium

Call for Applications: Online Course on Responding to Climate Risks in Agriculture and Natural Resource Management

The Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) and the University of the Philippines Open University (UPOU) are now accepting applications for their Online Course on Responding to Climate Risks in Agriculture and Natural Resource Management (RCRANRM) scheduled on 5 October 2013 to 10 January 2014.

 

The online course is geared towards those about to start active involvement in, or are relatively new at implementing, climate change adaptation initiatives in the agriculture and natural resources sector. Lecturers include members of the Intergovernmental Panel for Climate Change (IPCC) such as Dr. Rodel D. Lasco and Dr. Rex Victor O. Cruz from the Philippines and Dr. Rizaldi Boer from Indonesia.

Invitation to the First NOCEI Cultural Summit

The First Asia Institute of Technology and Humanities (FAITH) in collaboration with the Philippine Madrigal
Singers (Madz) is inviting school, parish or community-based choirs to participate in an intensive "Sing Batangas! choir workshop". 

Participants should submit a demo CD or audio file in MP3 format with completed application form on or before October 5, 2013 (12:00 noon).  There will be a registration fee of P10,500 (good for 15 members) which will cover operational expenses and packed meals for 15 persons.  Additional P1,000 shall be charged for every excess member.

Invitation to a Research Forum

The College of Economics and Management (CEM) will hold a research forum on October 11, 2013, from 8:30 am to 4:00 pm  at the UPLB Center for Technology Transfer and Entrepreneurship (CTTE). 

The research forum aims to provide a venue for the sharing of research results and methodologies among the faculty members and reps of CEM. It is envisioned to enhance its research culture and relate to the university’s thrust of increasing scientific productivity.  It is also intended to inspire and encourage faculty members to improve the quality and quantity of research work.

9th Philippine National Corn Congress (PNCC)

The Philippine Maize Federation Inc., in cooperation with the Department of Agriculture through DA-RFU 4A and City Government of Tagaytay will hold the 9th Philippine National Corn Congress (PNCC) on October 23-25, 2013 at Tagaytay Vista Hotel, Tagaytay City. 

With the theme, "Magmamais ating Alagaan, sa Ikakaunlad ng Sambayanan", the 9th PNCC is expected to bring together farmers, DA officials, LGUs, academe, private sectors and corn industry stakeholders to discuss current issues, share knowledge on best farm practices/technologies and forge market linkages. 

The first day of the event will highlight the opening of technodemo exhibit and agritrade fair.  It will showcase different technologies and agricultural products from different regions.  In the afternoon, there will be an awarding of the first quality corn achievers.  Outstanding corn producers, coordinators and agricultural extension workers across the country will be recognized and will receive grants and cash prizes.

Technical sessions on the second day will cover topics on: silage development, agripinoy yellow and road map, soil management, updates on credit policy, crop insurance, opportunity in cassava, livestocks industry, climate change, farm mechanization, insect resistance management, pesticides adulteration, food security and storage, technology
improvement, agribusiness program, NFA-CDF initiatives and ASEAN economic community integration.

Last day of the corn congress (October 25) will underscore the promotion of white corn grits.  The Corn RDE team of UPLB will have a presentation on health benefits of quality protein maize and a  cooking demonstration of selected corn grits recipes.  Moreover, sharing of experiences from the outstanding corn farmer and national quality corn achievement awardees (provincial) will follow shortly.  PNCC will be concluded with the corn cluster meeting, the presentation of the 9th PNCC resolution and a  message from Asec. Edilberto M. de Luna of Corn Program.

The Economy and Environment Program for Southeast Asia of WorldFish (EEPSEA-WorldFish) in partnership with the East Asian Association of Environmental and Resource Economics (EAAERE) will be hosting a conference on Economics of Climate Change in Southeast Asia.It will be held on 27-28 February 2014 at Siem Reap, Cambodia.

The Office of the Vice Chancellor for Research and Extension (OVCRE) is now accepting capsule research proposals for funding under the UPLB Basic Research Program CY 2014.

In this regard, please be informed that all proposals shall be pre-screened in accordance to the attached criteria and only those that pass the initial screening will be required to submit the detailed proposals in preparation for the panel review. Likewise, priority shall be given to new M.S. and PhD graduates who wish to do follow-up studies on their thesis/dissertation and other research studies within their expertise. Please take note however, that those with existing/on-going studies under the Basic Research Program shall not be allowed to apply.

Please submit one (1) copy of the capsule proposal (see attached format) to the OVCRE-Project Development, Monitoring and Evaluation Section (PDMES), OVCRE Annex Bldg. Kanluran Road, UPLB. Dr. Cumagun wins the 2013 DOST-NRCP Dr. Eusebio Y. Garcia award

Dr. Christian Joseph R. Cumagun, Professor 6 and Scientist II of University of the Philippines Los Baños (UPLB), garnered the 2013 DOST-NRCP Dr. Eusebio Y. Garcia award conferred by the Department of Science and Technology-National Research Council of the Philippines (DOST-NRCP).

Held at the Traders Hotel, Roxas Blvd., Pasay City on 5 December 2013, the conferment ceremony coincided with the medical science paper presentation and forum during the 80th foundation day of NRCP.

Dr. Cumagun's research projects created great impact in the fields of molecular biology and molecular pathology through mapping important genes that control pathogenicity, aggressiveness and mycotoxin production of F. Graminearum. His work will help plant breeders analyze the most important disease in wheat, Fusarium head blight to be able to produce wheat varieties that can resist the disease in the future.

He also identified Rwt3, the third known wheat gene for resistance to the Magnaporthe oryzae. This lead to the development of resistant cultivars which is an effective, convenient and environmentally-friendly approach to combat the disease. Findings showed that preventing yield losses due to blast could feed an additional 100 million mouths a year.

Another exceptional research of Dr. Cumagun was the first molecular characterization of the Philippine Trichoderma strains, a biocontrol agent fungus against several plant pathogens as a means to reduce pesticide use in agriculture.

With Dr. Cumagun’s numerous significant contributions, other researchers will surely be inspired and influenced to generate more outputs that will find application in their fields.

Invitation to the National Conference on INREM

Everyone is invited to participate in the upcoming National Conference on Integrated Natural Resources and Environment Management, themed "Learning Lessons, Sharing Knowledge: Strengthening the Role of INREM in Sustainable Development" on July 16-18, 2014 at UPLB, College, Laguna.

The Philippines’s natural resources and environment remain to be under enormous threat. Here are the facts in the last two decades:

  1. Forests have continued to decline due to small-scale illegal logging, an important source of livelihood for many upland communities.
  2. Watersheds have deteriorated as a result of population pressures, putting a lot of stress on the soil and water resources, including the forest cover.
  3. The Philippines is regarded as one of the critical hotspots, with more than 800 of its plant and animal species threatened with extinction.
  4. As forest cover dwindles, soil erosion worsens leading to downstream siltation of rivers, lakes, reservoirs, coastal and marine ecosystems.
  5. Most rivers and lakes are highly polluted with settlements and industries dumping organic matter, chemical and heavy metal pollutants into them, contributing to declining fish productivity.
  6. Most of the coral reef areas in the country, the second largest in Southeast Asia, are suffering from overexploitation due to the rapid growth of population in coastal areas (Spalding, et al., 2001).
  7. Many mangrove forests in the Philippines have suffered from massive conversion into fishponds. In attempting to provide solutions to the degradation across landscapes, a piece meal approach to problem analysis and solving will not be effective.

The appropriate approach is to holistically look at the direct and indirect drivers of resources degradation and how these drivers can be dealt with through integrated solutions.

The main objective of the conference is to strengthen the role of INREM in Sustainable Development.

Specifically, the activity aims to:

  • Bring together INREM stakeholders in the country and facilitate sharing of ideas;
  • Synthesize knowledge about INREM-related initiatives on lake and river basins, landscapes, small islands, and rural-urban areas;  
  • Establish a network among INREM stakeholders in the country; and to
  • Develop an INREM Research, Development and Extension (RDE) agenda for the country.

This is to announce the Call for Capsule Concept Proposals for Cycle 5 of the Emerging Interdisciplinary Research (EIDR) Program. The guidelines and revised forms can be downloaded from the OVPAA website (www.ovpaa.up.edu.ph).

The proposals will be evaluated based on the areas of priority and based on a general assessment of the research concept and strategy. Results of the evaluation will be released after 1-2 months and the concepts that make it to the first cut will be invited to submit the full proposal. The final full proposal will again be evaluated to determine which projects will be funded under the EIDR Program.

To underscore the importance of research, extension, and creative arts among the major activities of UPLB faculty and staff, a special recognition in the form of the 2014 UPLB Outstanding Researcher and Research Program/Team Awards; 2014 Outstanding Extension Personnel and Extension Program/Project Awards; and 2014 Outstanding Artist Awards will again be given during a convocation commemorating the 105th Foundation Anniversary of UPLB in March, 2014.

A three-stage selection process, described in the attached selection guidelines shall be initiated at the department/ institute level, followed by further evaluation at the college level.

The nomination forms will be made available in the OVCRE website and will be emailed to everyone concerned before November 20, 2013.

The final selection shall be done by the University committees which shall be constituted by the Chancellor.

In the screening process, the deans, department chairs/ institute directors are requested to follow the schedule below:

With the establishment of the UPLB-Interdisciplinary Biofuels Research Studies Center, one of its local initiatives is to utilize used cooking oil as feedstock for biofuel production.

In line with this, we are requesting the UPLB community (faculty, staff and students) to stock up all the waste cooking oil starting 15 January 2014, and drop them off at the Department of Chemical Engineering, CEAT during office hours.

The collected used cooking oil will be converted into biodiesel in order to minimize waste production, as well as reduce energy consumption, in pursuit of the University's continuous efforts of climate change mitigation. The biodiesel produced will be used to run the agricultural machineries in the University.

In line with the initiatives of the UPLB Center for Technology Transfer and Entrepreneurship (UPLB CTTE) in increasing the University’s awareness and knowledge on intellectual property and technology transfer policies, an audio-visual presentation (AVP) has been devoted for the students, faculty, REPS, and staff.

This video presentation provides an overview of the relevant provisions of both the 2011 UP Revised IPR Policy and the Technology Transfer Act of 2009, including ownership of IP, rights of inventors and creators of IP, and royalty sharing policy. Presentation of the AVP for students has already been included during the Freshman Orientation since last year.

In this light, viewing of the AVP shall be required for the:

2. Non-Government Workers (NGWs) involved in Research and Extension.

Guidelines and Rules for the Use of The OVCRE-Annex Building Conference Rooms

  1. The Office of the Vice Chancellor for Research and Extension Conference Rooms located at the OVCRE-Annex Building can be utilized by OVCRE supervised-units, research project teams and other university units for meetings, workshops, etc.

  2. The two (2) conference rooms: OVCRE-Annex Main Conference Room and the Mini-Conference Room has a maximum capacity of 40 and 8 seats respectively.  Particularly, the MCR has an 18-seat conference table with 20 surrounding seats, while the Mini Conference Room has an eight-seat conference table. 

  3. Reservation follows a first-come, first served basis. Requesting party may call the OVCRE-Annex to check for the availability of the conference rooms and make reservations. 
     
  4. The “OVCRE Conference Room Use Agreement Form” must be accomplished and submitted before the scheduled use.

  5. Audio visual facilities are limited to one projector and screen in the main conference room and a smart TV in the mini conference room. The requesting party must bring their own computer (laptop) and other facilities needed for the meeting.

  6. The requesting party shall be responsible for the following: setting up of the meeting, returning of furniture and equipment to its original location and leaving room clean and in good condition.

  7. Food may be served at meetings. Requesting parties are welcome to arrange catering for the meeting, provided that a representative from the group must be present to accept delivery of the food.  At the end of the meeting, all food service materials and food waste/left-overs must be removed immediately after the meeting.  Note that the OVCRE-Annex Building has no cooking facility nor kitchen counters available for food preparation but we have a small kitchen sink which may be used for small cleaning.

  8. The requesting party representative shall stay behind until proper inspection of premises has been made and the OVCRE Conference Room After-Use Inspection Form” has been accomplished.

The Philippine Association of Research Managers, Inc. PCAARRD is once again searching for well-deserved recipients of PANTAS and TANGLAW awards. National Conference on Food and Nutrition Security

 

Conference Theme: "The Philippine Food and Nutrition Security Agenda: Setting Strategic Directions and Actions"

Rationale

Food and nutrition security is an overriding concern in the Philippines especially for a country with more than 100 million in population, poverty incidence of 28% and malnutrition rate of 15-24%. It is affected by increase in population rate, changing pattern of consumption, land productivity and climate change. Adding to the issues affecting food security are production, marketing and trade, food safety, food processing, farm mechanization, and other concerns.

 

In response to these challenges, the UPLB Interdisciplinary Studies Center on Food Security (ISCFS) will hold the 1st National Conference on Food and Nutrition Security with the end view of addressing the current issues affecting food security and setting strategic agenda in research, development, and extension (RDE).

 

Objectives:

The National Conference aims to convene advocates and relevant stakeholders of food and security in the country. The Conference will:

  1. Present the current status of food production, food trade, food security information, nutrition security, RDE, governance, and policies in the Philippines;
  2. Discuss the prevailing issues, imperatives, and challenges including threats besetting food security in the Philippines;
  3. Define policies to enhance food and nutrition security in the country; and
  4. Develop collaborative RDE programs, policies, capacity building, and strategies to enhance food and nutrition security.

The conference is expected to produce useful information about the current and pressing issues and gaps in the food security situation in the country. Aside from the conference report, policy briefs, monographs and published journals on food and nutrition security will be produced.

 

Participants

The conference will convene wide range of key stakeholders all over the country. Participants will include the experts on agriculture and food security, academicians, SUCs, LGUs, NGOs, traders, farmers, and consumer groups.

 

Call for Papers

Researchers, scientists, policy makers, academicians and civil society are invited to submit a 250-word abstract to the conference secretariat. Abstracts that will be chosen will then be asked to present on the first day of the conference as well as submit a full paper that will be published in the conference proceedings.

 

Thematic areas for paper presentation: Methodologies for Assessing Food and Nutrition Security; Production Issues on Food Security; Marketing and Post-Harvest; Governance of Delivery Systems on Food and Nutrition Security; and Food Safety.

4.  Leadership qualities and administrative or managerial capability

5.  Must be willing to serve as BIOTECH Director on a full-time basis and for the full term of three years

6.  Must consider resource generation an important function of the position

UP-CIDS Call for Papers

The University of the Philippines-Center for Integrative and Development Studies (UP-CIDS) is still soliciting articles for the two volumes for 2015 of its Public Policy Journal (PPJ). Contributors are free to submit papers on various topics, especially those that are relevant to policymaking and the 4Es (“Economic Emancipation, Employment, Education, and Environment”) of the Center. 

 

For the content aspect, contributed articles may contain the following:

1)    Identification of an issue or problem of public interest and concern;

2)    Contextual background of the public issue or concern ( such as institutional, legal, social, political, economic, or cultural context);

3)    Evidence-based and scientific methodology applied to the topic  analytics;

4)    Presentation  and effective argumentation of options and alternatives;

5)    Implications or recommendations for decision, adoption, change or any similar course of action by policymakers whether local, national, or global. 

 

Manuscripts, using Times New Roman or Calibri font size 12 and in single space or 1.5 spacing, must be submitted on CD, email attachment, or hard copy. Margins should be between 1” and 1.5.” Manuscripts must use 8.5 x 11 paper size and must be around 15 pages in length (around 7,500 words). Manuscripts must include abstracts and proper references with end notes kept to a minimum. References should be in Chicago format and cited in-text preferably through endnotes. But in-text citations for contributions from the natural, physical and health sciences may use the author-date system. A writing style that is comprehensible and easy to read is preferred and welcomed. Authors may submit tables, graphs, maps, illustrations and other artwork with the manuscript. 

 

Contributors may also submit book reviews, essay reviews, review essays, or article reviews. These articles, two to five (2-5) pages long and an average of 500 words per page, should be in the format as stated above. Authors of books reviewed by contributors can respond with articles following the same format. 

 

All manuscripts must be original. Authors should be prepared to rewrite their articles in accordance with the comments and suggestions of referees. The editors will not assume any responsibility for manuscripts received; materials will be returned only if a written request for these is made by the author/s.

The Journal

 

The PPJ was established in 1996 to “examine in depth contemporary key economic, social and political issues facing the country.”  It was expected be “an authoritative journal for public policy guidance to be disseminated to other academic institutions, policy makers in government, the private business sector and non-government organizations.” The journal’s initial issue first saw print in the last quarter of 1997. PPJ then became a bi-annual publication during the 2000s.

 

The PPJ contains four to seven (4-7) main articles and some book reviews. The articles are mainly solicited by the Editor. The articles contain important insights into the making of public policy in the country, in the region, and the world. The articles may spring from researches which are funded by the CIDS, those previously read in national or international conferences or those which may be purposively or specifically requested by the Editor from leading academics and researchers.

Call for Nominations: LBSCFI Outstanding Research and Development Awards

The Los Baños Science Community (LBSC) is one of four  science  communities  established  by the Department of Science and Technology  in  accordance  with  the Presidential Executive Order No.  784  in  1984.  The  science  community  concept fosters the spirit of sharing of resources and expertise among research agencies located in Los Baños. On March 23, 2001  the  Los  Baños  Science  Community  embarked on strengthening its resource generation activities, which prompted which prompted its registration with the Securities and Exchange Commission making the entity a non-stock foundation.


Agencies belonging to the LOS BAÑOS SCIENCE COMMUNITY FOUNDATION, INC. (LBSCFI) have, through the years, accumulated a rich resource of research and development information, which may have great national impact.  The LBSCFI feels  that  the  National Science and Technology Week, which celebrates in July of each year is an appropriate occasion to grant the awards for outstanding research and development conducted by scientists and development workers in the community.  The award was launched in 1986.


The LBSCFI OUTSTANDING RESEARCH AND DEVELOPMENT AWARDS, therefore, give due recognition in the form of cash and plaque of recognition to excellent research and development projects conducted in the community in support of the national development.

The title of the award is “LBSCFI Outstanding Research and Development Awards” with the following categories:

Orientation on R&D Project Implementation and Management (05-06 May 2015)

The Office of the Vice Chancellor for Research and Extension will institute the conduct of annual training offerings for UPLB research personnel for effective and efficient management of R&D projects. Specifically, the orientation shall focus on the policies and regulations of the University regarding project implementation. The training will also tackle guidelines on intellectual property rights; research results publication and presentation; and etiquette in extension. Subsequently, the mentoring scheme under the Basic Research Program will be implemented this year, hence, mechanics of the said program will also be discussed.

In this connection, all study leaders of newly approved projects under the UPLB Basic Research Program are requested to attend a two-day orientation on R&D Project Implementation to be held on 05-06 May 2015 at the OVCRE Annex Building.

CHED Call for Proposals

The Commission on Higher Education has announced a call for proposals. CHED intends to award up to two (2) grants, for each of the three (3) platforms: 

a. Education for STEAM;
b. Environment, Disaster Prevention, Climate Change and Energy; and
c. Terrestrial and Marine Economy: Biodiversity and Conservation.

Conceivably, there will be a total of six (6) grants ranging from Php 5 million to Php 10 million each grant.

The BMSCA is an accredited association that has livelihood programs for the elderly of Batong Malake. The members will engage in the trading of recyclable paper materials (e.g. used bond papers, newspapers, etc.) and in the production of home-made paper bags. Funds generated will support their activities and livelihood projects.

Sophia Lecturing - Research Grants

Sophia University has established a Science and Technology Exchange Committee (STEC) to promote the interchange of science and technology with academic institutions in Asia. One of their programs to to promote such academic exchange is offering "SOPHIA LECTURING - RESEARCH GRANTS" to a number of selected applicants each year. 

The Graduate School of Science and Technology has one interdisciplinary graduate program. It has eight divisions. These programs aim to bring to light new scientific information and technological developments in all their academic divisions. The programs also aim to be interdisciplinary to foster a common regard for their effects on people, the society, and the global environment.

The first stage of the programs maintains a consistency with undergraduate instruction by combining crossdisciplinary knowledge and a specialty with the goal of cultivating highly educated people who can contribute to people and the society. The second stage aims to produce researchers who can execute independent research in one or more academic fields.

Food Security Center Excellence Scholarships

The Food Security Center (FSC) has announced its call for this year’s Excellence Scholarships for full PhD (37 months) and Short-term Scholarships (up to 3 months) for visiting postdoctoral researchers and Sandwich program (both MS and PhD) students.

The FSC is based at the University of Hohenheim and is one of five excellence centers of the EXCEED program supported by the German Academic Exchange Service (DAAD) with funding from the Federal Ministry of Economic Cooperation and Development (BMZ) of Germany.

The Excellence Scholarships is open for students from developing countries who are interested to pursue the PhD program on Global Food Security at the University of Hohenheim starting September 1, 2015. On the other hand, the Short-term Scholarships will support outstanding researchers from developing countries to conduct their research either at the University of Hohenheim (South-North) or at a national or international research institute in a developing country, such as one of the CGIAR centers (South-South).

Attached is a copy of the approved "Guidelines Governing the PCAARRD-GIA and PCAARRD-monitored DOST-GIA Funded Programs and Projects" which shall cover new and ongoing programs/projects effective 1 May 2015. The new PCAARRD-GIA guidelines considered all existing PCAARRD issuances, memos, procedures and were harmonized with the DOST-GIA guidelines as appropriate.

This, together with the forms and templates will be made available on PCAARRD's website. We shall update with the link once available. A booklet on the same document will also be disseminated. Meanwhile, please ensure that program/project leaders will be given a copy of the documents.

Threatened Land, Threatened Lives: The Bagobo-Klata of the South

Datu Danny walks ahead of us, with a confident gait, on a narrow path and stops. The 26-year-old Chieftain of the Bagobo-Klata tribe points to a fenced area where a religious sect lays claim to a portion of the tribe’s ancestral domain. Special Seminar with World Renowned Conservation Biologist

The  UPLB Institute of Biological Sciences is pleased to announce a special seminar with Professor Eberhard Curio, world renowned conservation biologist from Ruhr University Bochum  (RUB) on  1-5 September 2015


The seminar is open to both credit and non-credit students,  and the public who may wish to enrich their appreciation of conservation biology. Research specialists from other institutions may wish to schedule appointments with Professor Curio for consultations on their pending publications or research topics on conservation biology.

Brief profile of Professor Eberhard Curio

Prof. Curio is globally famous for his work on preserving endangered species,  such as the Visayan writhed-billed hornbill  (Aceros waldeni;   local names:  dulungan,  kalaw)  in the deep mountains of   Sibaliw,   Northern Panay where he spent more than 20 years doing research. He is also instrumental in discovering new species of flora and fauna such as freshwater and arboreal crabs;  and most recently,  a rainforest landhopper Curiotalitrus curioi.

The last significant stands of primary, low elevation rainforest in the bio-geographic region of the West Visayas, located on the northwestern peninsula of Panay, is habitat of a range of highly endangered, partly endemic species of frogs, reptiles, birds and mammals.   It is one of the hotspots with the highest conservation priorities in the world, both in terms of the number of endangered flora and fauna per unit area, and the degree of threat these species confront. Philippine biodiversity per unit area is globally unsurpassed.

This is to announce the call for proposals for the Enhanced Creative Work and Research Grant (ECWRG). Following the guidelines approved during the 1299th Board of Regents meeting on 31 July 2014, we are inviting submissions from Instructors, (Instructor 4 and higher), REPS (with the rank of University Researcher), and Assistant Professors to Professors. Only fully accomplished forms using the prescribed format will be accepted by the OVPAA.

Search for the 2015 Dr. Eusebio Y. Garcia Recognition Award for Molecular Biology and Molecular Pathology

The search for the 2015 Dr. Eusebio Y. Garcia Recognition Award for Molecular Biology and Molecular Pathology by the National Research Council of the Philippines (NRCP).

Dr. Garcia was a world-renowned scientist. He had been a faculty member of the UP College of Medicine and Manila Central University, and was awarded the most outstanding professor of the University. He also became a guest scientist at the School of Tropical Medicine at the Tulane University of Louisiana, and research fellow of the Rockefeller Foundation Malaria Research Laboratory, Talahassee, Florida, USA.

The Office of the Vice Chancellor for Research and Extension(OVCRE) is now accepting research proposals for funding under the UPLB Basic Research Program CY 2016.

In this regard, please be informed that all proposals shall be pre-screened in accordance to the attached criteria (Annex A) and only those that pass the initial screening will be required to present to the panel for review. Priority shall be given to new MS and PhD graduates who wish to do follow-up studies on their thesis/dissertation and other research studies within their expertise.

Likewise, OVCRE will institute the Research Monitoring scheme in the implementation of the research projects. This kind of partnership will help the junior researcher's professional development as they will have the opportunity and support to refine not only their technical skills but also project management skills, networking and linkaging thru the guidance of the senior researcher. In connection with this, we encourage everyone to enjoin a senior or junior researcher in your respective teams as stated above to add merit to the approval of your proposals.

Please submit one (1) hard copy of the detailed proposal (see attached format Annex B) together with the accomplished Prior Art Search Form (Annex C) to the OVCRE-Project Development Monitoring and Evaluation Section (PDMES), OVCRE Annex Bldg, UPLB. For the researcher's guidance regarding the approval process, please see attached flowchart (Annex D).

The Office of the Vice Chancellor for Research and Extension (OVCRE) will be conducting the 2015 UPLB ConExtS - Conference on Extension Services with the theme "Nurturing the Tradition of Distinctive Excellence Through Extension: UPLB's Contribution for a Globally Competitive Philippines" on 10 September 2015 (Thursday). Venue will be announced later on.

The event aims to present and honor the great extension endeavours of the different colleges and units of the university. This year, the conference will showcase the different extension services and modalities provided by UPLB. Through time, the colleges and units have developed their own brand of extension programs and activities that emphasize the strength of their respective fields and that benefit different types of clients. It is the goal of the conference to capture these unique extension experiences throughout UPLB.

We invite all colleges and units to submit at most two (2) full papers of their best extension program/services, detailing the service or technology, extension methods, profile and location of beneficiaries, impacts, awards and recognitions, and publications, among others. A committee will select the best papers among the entries. OVCRE will provide assistance in journal matching and publication to the awardees.

With the aim of promoting the university's research culture, the OVCRE Information Officers Network will launch the RDE Chronicle and the new RDE Digest this 2015. Both publications will be released twice a year: the RDE Chronicle on March and October, and the new RDE Digest on July and January.

The Chronicle will focus on university news related to research, development, and extension, while the new Digest will focus on timeless stories on the impact of UPLB research and extension initiatives.

For the upcoming issue of the RDE Chronicle, we are welcoming at least one of the following contributions from your unit:

Procurement Seminar-Workshop on R&D

The Office of the Vice President for Academic Affairs (OVPAA) in coordination with the Office of the Vice President for Administration (OVPA), the UP System Supply & Property Management Office (UPS SPMO), and the UP Diliman Supply & Property Management Office (UPD SPMO) will jointly hold a Procurement Seminar-Workshop on R & D.

The said Seminar-Workshop will focus on the following:

  1. Preparation of the Project Procurement Management Plan (PPMP) and the Annual Procurement Plan (APP);
  2. Development of Technical Specifications for equipment, services, and other items;
  3. Formulation of the Cost Estimate for the item to be procured;
  4. Generation of Price Quotations or canvass;
  5. Determination of the appropriate Mode of Procurement and their Requisites;
  6. Apprise project leaders on Outsource Procurement Agents such as the Philippine International Trading Corporation (PITC); and
  7. Provide information on recent circulars from DBM, GPPB, and COA relevant to R & D procurement.

BIOTECH: 36 and beyond

Last 9-12 February 2016, BIOTECH celebrated its 36th anniversary with the theme “BIOTECH @ 36 and beyond: Getting more relevant towards national development.” The week-long affair included events designed to showcase BIOTECH’s products and its current initiatives. Seminars and dialogues with experts were also held. There was also a presentation of career opportunities for high school and college students accompanied by interaction with private companies and the sharing of experiences by former BIOTECH staff. Since its establishment in 1979, the Institute has used its expertise in biotechnology to serve the Philippine society.

2016 Manila Economic and Cultural Office-Taipei Economic Cultural Office (MECO-TECO) Joint Research Project Call for Proposals

We are pleased to announce that the 2016 MECO-TECO Call for Proposals is now open. In pursuit of cooperation in Science and Technology between the Department of Science and Technology (DOST) and the Ministry of Science and Technology (MOST, formerly the National Science Council) of Taipei, the DOST is calling for mutually beneficial and collaborative project proposals for implementation on 01 June 2016. It is necessary that proponents coordinate with their counterpart/collaborator in Taipei with whom they will work with on the project. As a requirement, proposals must be submitted to DOST while their Taiwanese counterpart must submit the same proposal (with the same title for identification) to MOST for separate review and evaluation. Only projects approved by both sides will be implemented under this cooperation scheme. Project proposals to be submitted must fall under any of the following identified priority areas for cooperation:

To honor UPLB faculty and staff demonstrating excellence in research, extension, and creative arts, a special recognition in the form of the 2016 Outstanding Researcher and Research Program/Team Awards; 2016 Outstanding Extension Personnel and Extension Program/Project Awards; and 2016 Outstanding Artist Awards will again be given during a convocation commemorating the 107th Foundation Anniversary of UPLB in March 2016.

A three-stage selection process described in the attached selection guidelines shall be initiated at the department/institution level, followed by further evaluation at the college level.

The final selection shall be done by the University committees which shall be constituted by the Chancellor.

In the screening process, the deans, department chairs, and/or directors are requested to follow the schedule below:

The Alexander von Humboldt Foundation announced that up to 20 fellowships will be awarded to prospective leaders from non-European transition or developing countries who are active in any of the following areas: scientific, engineering-based, legal, economic, health-related or social aspects of climate change. The young climate experts will come to Germany for a year to work alongside a host of their own choosing on a research-related project.

The closing date for applications is 1 March. The fellowships will begin on 1 March 2017. The fellowships are funded under the Federal Environment Ministry's International Climate Initiative. UPLB MNH features Hoya plants in Epicenter

The UPLB Museum of Natural History (UPLB MNH) put the spotlight on the different Hoya plants by conducting “EpiCenter,” a seminar and exhibit, last 06 November 2015. Hoya plants are epiphytes, or plants that grow upon trees or other plants. Its flowers are star shaped and appears in a spherical pattern.

Science and arts cross paths in Salubungang Agos

Science and the arts crossed paths as various UPLB units collaborated to host “Salubungang Agos/Cross Currents in the Streams of Creative Expressions: A Fusion of the Arts and Climate Change Science.”  Students and faculty from the University of British Columbia’s (UBC) School of Community and Regional Planning also participated in the event which took place at the CAS Auditorium last 10 July 2015.

OVCRE hosts 1st UPLB Public Service Forum

The Extension Section of UPLB’s Office of the Vice Chancellor for Research and Extension organized and hosted the first UPLB Public Service Forum on March 12, 2015 at the Seminar Room of the National Institute of Molecular Biology and Biotechnology (BIOTECH). The theme of the forum was “Public Service in the Context of UPLB Extension Initiatives.” Extension coordinators from different UPLB colleges and units attended and participated in the forum.

BIOTECH recieves ISO accreditation

The Central Analytical Services Laboratory (CASL) of BIOTECH, UPLB received ISO/IEC 17025:2005 accreditation on 1 September 2014. It is the first testing laboratory under UPLB which was awarded with this kind of accreditation. CASL is a service laboratory providing chemical analysis of food and feeds, water and wastewater, and soil and fertilizer.

BIOTECH wins NICE Likha Award

UPLB BIOTECH’s entry “Microbial Rennet for Cheese Making” won First Place in the Outstanding Creative Research (Likha Award) category of the 2012 National Invention Contest and Exhibits (NICE). Dr. Susana Mercado, the sole inventor of this technology, took home a glass plaque and a P50,000 cash prize during the awarding ceremonies held last July 14, 2012 at the SMX Convention Center, Pasay City.

Rex B. Demafelis: The New Vice Chancellor for Research and Extension

It is the 2nd UPLB REPS Conference at the Nicolas P. Lansigan Auditorium, College of Forestry and Natural Resources. A few minutes left before the program starts, and we receive word that the Vice Chancellor for Research and Extension cannot make it for the opening remarks. He is confi ned in the University Health Service. Th e committee members talk about how they can adjust the program, when suddenly, there he is. Vice Rex B. Demafelis is walking towards them, dressed formally in neatly pressed polo and slacks, his trademark smile on his face. He looks like what he usually looks like on a normal weekday— except for the blue handkerchief wrapped around his right wrist, hiding the IV tube. Yes, he has made it in time to deliver the opening remarks because of a waiver. With the committee worried, and the participants anxious, Vice Rex only has one thing in mind: to make the most of the two hours.
