We are now in the process of consolidating information on short courses and training programs to be offered this summer of 2013.

Instead of producing a printed catalogue, we will be putting the schedules online in the UPLB RDE Portal at http://ovcre.uplb.edu.ph

If you have any offering you wish to include, please provide us an electronic copy and send it thru email at This email address is being protected from spambots. You need JavaScript enabled to view it. with the following information strictly on or before February 15, 2013.

  1. Title of training course
  2. Short description
  3. Date (Duration) and time schedule
  4. Venue, course fee and other requirements
  5. Full name of course coordinator/Full name of coordinator of specific training (module)
  6. Email addresses of course coordinator and or/specific training (module) coordinator
  7. Updated contact telephone/telefax numbers
  8. Minimum number of participants required

SUBJECT: Call for Proposals to the Emerging Interdisciplinary Research (EIDR) Program for CY 2013 (Cycle 1)

This is to announce the call for Proposals for Cycle 1 (CY 2013) of the Emerging Interdisciplinary Research (EIDR) Program. The schedule of submission of proposals, the review, awarding & implementation, etc., for Cycle 2 is found in OVPAA-EIDR Form 3.6 (CY 2013).

As described in the general guidelines on EIDR, there are two types of funding:

  1. For interdisciplinary research programs: These should be led by program and project leaders with established track records, i.e., publications in the proposed areas of research. For each cycle, priority interdisciplinary research areas are identified. The maximum fund awarded for an EIDR program consisting of several projects is ~P10M/year. Inter-CU collaboration is strongly encouraged. These programs are expected to produce ISI-listed publications and other high quality academic output within the first year of the project, and every year thereafter.
  2. For all UP faculty & researchers who completed their PhD or a postdoctoral training within the last 1-1/2 years: You are encouraged to submit a proposal as a single proponent, or with another new PhD as co-proponent. The proposal must be directly related to the dissertation/postdoctoral research and expertise of the proponent(s), e.g., data from the dissertation/postdoctoral research will be completed, and the project will produce an ISI-listed publication within the first year of the project, and every year thereafter. The maximum fund awarded for this type of grant is ~P2M/year.

The priority areas for this cycle are:

  1. development of strategies to improve academic performance of units based on the Internal Academic Assessment System (iAADS) findings
  2. new general education courses, creativity-, innovation- and research-oriented advanced undergraduate courses or graduate courses, or new fast-track/accelerated undergraduate and graduate (PhD and MS) programs making use of new education paradigms, substance/content, pedagogy, evaluation and technology tools. (FOCUS ON ONE COURSE OR ONE PROGRAM.)
  3. new documentaries for public dissemination (national and international, government and the public sector) to promote the Filipino's national and cultural identity, sense of pride and love of country, featuring research/reliable information on Philippine culture, history, music, dance, art, architecture, science (geological, archeological, geneological and natural history, biodiversity), etc., making use of new mass communication paradigms, substance/content and technology multi-media tools. (FOCUS ON ONE DOCUMENTARY.)
  4. new hardware (instrument, equipment, preferably with software and accessory parts/materials) for clinical, biomedical, research, agribusiness, food processing, engineering, computational, business processing and other industrial applications, based on innovative modeling/rational design, or reverse-engineered/improved from an imported product. (FOCUS ON ONE INSTRUMENT).
  5. new high-value nontraditional/unconventional products from agriculture, livestock, forestry, aquaculture, fisheries, marine resources, biodiversity hotspots, microbiological and geological resources and other indigenous materials for food, fabric/clothing, construction and industrial materials, energy, tourism, medical and agricultural applications* (FOCUS ON ONE PRODUCT.)
  6. new preventive and diagnostic products and services for infectious diseases and cancers; child malnutrition; and environmental, food-chain and industry/work-related hazards and pollution* (FOCUS ON ONE PRODUCT OR SERVICE.)

*Genetic and genomic components of proposals submitted under priorities 4 and 5 should be submitted to the Philippine Genome Center for endorsement to the DOST and other external funding agencies for funding.

ALL CAPSULE CONCEPT PROPOSALS SHOULD INCLUDE A DEVELOPMENT PLAN (FROM R&D TO PILOTING, TESTING, VALIDATION AND BUSINESS DEVELOPMENT) THAT CAN BE ACCOMPLISHED IN 4 YEARS.

SUBJECT: International Publication Award Revised Guidelines 2012

We are pleased to inform you that the Board of Regents, in its 20 September 2012 meeting, approved the revised guidelines for the International Publication Award (Journal Articles).

Under the revised, for authors who have articles published in SCI-, SSCI- and AHCI-indexed journals with an ISI Impact Factor below 2.0000, the maximum amount of the IPA is P65,000.

For authors who have articles published in SCI-, SSCI- and AHCI-indexed journals with an ISI Impact Factor of 2.0000 and above, the maximum amount of the monetary award is P80,000.

Important Note

The new guidelines will be for papers published beginning 01 October 2012.

This has reference to the annual data collection of the UP System Office of the Vice-President for Planning and Finance for 2012 which the OVCRE has been tasked to consolidate.

SUBJECT: Call for Applications to the Scientific Career System

Anent to the memorandum of President Pascual on the Scientific Career System (Memo No. PAEP 12-16), we would like to invite all non-faculty researchers to apply to the Scientific Career System, a DOST-CSC merit program. The program will allow productive researchers belonging to the category REPS in UP to be promoted up to salary grade 30, which is equivalent to the rank of full professor of the University.

Please take note of the following deadlines in UP and DOST:

  1. Submission of CU nominees to OVPAA --- 31 October 2012
  2. Release of results of applications by the Special Technical Committee --- 30 November 2012
  3. Submission of UP nominees to the Scientific Career Council --- 31 January 2013

CUs are requested to announce their own deadlines for submission of applications for evaluation at the CU-level before recommending to the UP System. The members of the UPS Committee on the UP Scientific Productivity System shall serve as the special technical committee to evaluate these applications at the System-level.

Please find attached the Criteria for Application and Admission to the SCS, SCS Form No. 01 and the Merit System for the Scientific Career System CY 2011.

Important Note

The deadline for submission of SCS applications at UPLB's level is on October 4, 2012, as per OC Memorandum No. 2012-114 (September 18, 2012). Applications should be submitted to the Vice-Chancellor for Research and Extension.
