UP REPSS webinar features tips on becoming career scientists

To further encourage the university’s Research, Extension, and Professional Staff (REPS) to aim for scientist conferment under the Scientific Career System (SCS), the University of the Philippines Society of Research, Extension, and Professional Staff, Incorporated (UP REPSS, Inc.) held a webinar on 11 December 2020.

The Scientific Career System for REPS: Inspirations and Strategies webinar, as part of the UPREPSS 11th year anniversary celebration, featured Dr. Fe M. Dela Cueva as resource speaker and Vice Chancellor for Research and Extension Merdelyn Lit as panelist.

Dr. Dela Cueva, Career Scientist I, discussed the procedures for evaluating admissions and upgrade of ranks, the scoring schemes for scientific productivity and scientific and professional standing, and the security of tenure for existing SCS members. Meanwhile, Dr. Lit, Career Scientist II, shared her personal journey of conferment into the Scientific Career System.

Dr. Dela Cueva and Dr. Lit are both from the Institute of Plant Breeding (IPB) of the UPLB College of Agriculture and Food Science (CAFS).

According to Dr. Dela Cueva, there are 56 active career scientists throughout the country as of 2019 and 11 of them are from UPLB’s IPB, National Institute of Molecular Biology and Biotechnology (BIOTECH), National Crop Protection Center (NCPC), College of Forestry and Natural Resources (CFNR), and Institute of Crop Science (ICropS).

Dr. Lit mentioned a key ingredient in her journey to becoming a scientist, the STST or “sipag, tiyaga, sakripisyo, tiis.” With the establishment of SCS, she emphasized that researchers can now enjoy remuneration aside from the “psychic income” generated by the projects.

“I hope I inspired you, kasi ang dami-dami ngayong benefits, welfare, na naka-abang sa isang researcher (I hope I inspired you, to decide to be a career scientist, because there are now numerous benefits awaiting a researcher),” Dr. Lit said. She also assured the webinar participants that OVCRE is continuously working on new programs that would assist the REPS and the university towards the production of more career scientists.

SCS is a program of the National Academy of Science and Technology (NAST PHL) and the Civil Service Commission (CSC) for the “recruitment, career progression, recognition and reward of scientists in the public service as a means of developing a pool of highly qualified and productive scientific personnel.”

The Scientific Career Council (SCC) under NAST PHL manages the implementation of the system and approves or disapproves conferment of scientist ranks.

In UPLB, the 2021 Scientific Career Evaluation System Committee (SCESC) is headed by Dr. Lit. They are tasked to screen applications, endorse candidates to SCC, and evaluate the performance of their respective scientists.

UP REPSS, Inc. is a Security and Exchange Commission (SEC) registered professional society that advocates the REPS sectors as a valuable resource and significant contributor in the “realization of UP as a research university.”
